Abstract
In the years following the first Earth Day and the establishment of the Environmental Protection Agency, regulatory goals focused on "end-of-pipe" solutions to capture and treat waste before it contaminated the environment, but did little to address the source of the problem. More recently, a new philosophy of "industrial ecology" has emerged--one that makes environmental considerations and pollution prevention the foundation of industrial design and social planning, rather than an afterthought.
