Abstract
The oil industry has traditionally challenged many environmental regulations. So, in 1989, when California's South Coast Air Quality Management District proposed sweeping changes that would lead to the elimination of gasoline fueled cars in Southern California within 20 years, most observers were convinced that the industry would once again fight any attempt to mandate the use of alternative fuel. ARCO, however, was preparing to break ranks. Recognizing that increasingly strict emissions standards were both necessary and inevitable, ARCO reasoned that gasoline would not survive unless it became environmentally competitive with cleaner burning alternatives.
