Abstract
Administrators of programs talk about the benefits of treating drug addiction as a health problem rather than a legal problem. A large majority of people in prison are there because of a drug-related offenses. Treatment programs have long waiting lists, and are often too brief to accomplish the lasting change that would benefit this country from health, legal, and family dissolution perspectives..
