Abstract
The ocean has historically been treated as a vast dumping ground. For example, the beaches south of San Diego are closed during much of the year because high levels of pollution pose a danger to swimmers and surfers. Almost half of the homes and businesses in Tijuana, Mexico, two miles to the south, are not connected to a sewage system; wastes are dumped into the ocean. The unseen risks have resulted in very real health problems for anyone venturing into these waters.
