Abstract
Philosopher John supports the people's right to dissent against tyrannical regimes. The major problem Locke attributes to the state of nature without government is the difficulty of protecting personal property. The kind of government that is created depends on the will of the majority, its legitimacy based on the social contract forged by the people themselves. Locke's version of social contract provides the skeletal framework for the U.S. Declaration of Independence. Acceptance of social contract as a justification for government's existence is in rapid decline by the end of the 18th century.
