Abstract
The ultimate question about any political system is the issue of who governs. Is power widely shared or closely held? Does it function on the basis of majority rules and minority participation? How can "rational deliberation" be employed as a means of reaching consensus? Some observers of the political scene contend that it is not the majority opinion that prevails in the U.S. but the control of the corporate rich, a small number of highly influential people who control policy for their own purposes.
