Abstract
As the Convention neared, George Washington's involvement in the proceedings was uncertain. His presence would be a real political asset, Madison knew, but the general would not be happy if the convention attracted too few delegates as had happened in Annapolis. On the day the meeting was to start, May 14th, only a few delegates gathered, mostly from Virginia. As they wait for others to arrive they create the Virginia plan. A quorum of 7 states was reached on May 25th. Washington was elected to preside.
