Abstract
In order to avoid the pitfalls that made the Articles of Confederation unworkable, and yet have a chance to gain approval for the newly completed Constitution, the framers devised an ingenious scheme. They said states could approve the Constitution in its entirety or reject it, but they could not approve or deny individual articles or clauses. As they left the Philadelphia convention how did the framers view the Constitution's chance for acceptance? Referring to a painting of the sun in Constitution Hall, Benjamin Franklin claimed it was rising, not setting.
