Abstract
As the state ratifying conventions continue results are not as predictable. A number of states like Massachusetts are closely divided; several had Anti-Federalist majorities. Rhode Island rejects the Constitution by popular referendum. What happens hinges on a decision in Massachusetts in January 1788 in which the Constitution is ratified with the assumption that there will be a Bill of Rights. Ratification by New Hampshire, Virginia and New York soon follow and the nation holds its collective breath to see if the design will actually work.
