Abstract
Power was divided not only among the legislative, executive, and judicial branches of government, but between federal and state governments. Federalism is a kind of political competition where the national government and the states vie to attract the support of the people, the true sovereign in the U. S. system of government. Woodrow Wilson said that each generation has to rediscover what the proper balance of power between the nation and states is going to be.
