Abstract
The very basis of government as it is established in the United States suggests that people have the power to govern themselves. The Framers agreed that the majority should rule but that all voices should have a chance to be heard. In order to protect the basic rights of minorities, only the House of Representatives was originally elected by direct popular vote. The electoral college was established for presidential elections and the direct election of Senators only occurred after an early 20th century amendment.
