Abstract
The Supreme Court began to take a more conservative approach to civil liberties in the years following the Warren Court. There was even an unsuccessful effort to overturn the Miranda decision. Terry v. Ohio which recognized the right of police officers to stop anyone considered suspicious increased concern about racial profiling and oppression. At the same time many police departments, now more diverse in their makeup, are making a concerted effort to be in touch with their communities.
