Abstract
With so much emphasis on arresting and punishing people, the prison population has expanded massively At San Quentin, 40% of inmates are imprisoned because of drug offenses, not counting those convicted for crimes where drugs were involved. It is important to look at the causes of crime and to pay attention to the reintegration of ex-prisoners. The Indeterminate Sentencing Law was much more of an incentive for inmates to prove they are worthy for release than the Determinate Sentencing Law currently in use.
