Abstract
The use of the ballot initiative to enact laws was revived in 1978 by Proposition 13 in California, the successful property tax cap and rollback. Despite the control the initiative process appears to give citizens, people can only vote on one dimension of an issue. There are no trade-offs or alternative choices. In recent years the initiative process has become a tool of interest groups and wealthy people who wish to enact policy without the checks and balances of the legislative process.
