Abstract
There was no plan for a party system in the early days of the United States. It was thought there would be so many different factions that no one faction would survive. To the surprise of the citizens, two parties--the Federalists favoring a strong national government and business interests and the Republicans who supported states' rights and small landholders--emerged during Washington's administration. Each of them believed they were the legitimate spokesperson for the nation and neither believed in the legitimacy of the other.
