Abstract
Redistricting, changing Congressional boundaries every ten years based on population shifts recorded by the census, is one of the most conflictual events In politics. The party in control tries to get as many of their partisans elected as possible, even using a tactic called gerrymandering. Paula McClain recounts the story of a Republican attempt to have minority districts drawn based on the 1965 Voting Rights Act. The Supreme Court ruled that "funny-shaped" districts may not be created for racial reasons.
