Abstract
The House of Representatives is a majority rule chamber. With a reasonably cohesive majority, the leadership can control the agenda and everything that happens. Many observers of the Washington scene rate the Speaker of the House second only in power to the President. For many years partisan relationships between members of the House of Representatives was cordial, even though they disagreed on the issues. But since the early 1990s conflict between the two major parties has held center stage.
