Abstract
The Senate operates differently than the House of Representatives although party leadership is still a factor. In the Senate sponsors on both sides of the political aisle are usually necessary in order to get anything done. Sixty votes are needed to cut off debate if the minority is serious about an issue. When the 2000 election produced a virtual tie in the Senate, columnist David Broder asked senators to comment on the results. As Senator Breaux from Louisiana said, "The most important person ...will be the Capital physician in the next four years. He's going to be checking the pulse of all hundred of us every day!"
