Abstract
Members of Congress are often asked about the role their constituents play in the decisions they make, as if the issues lack complexity and their constituents speak with one voice. Legislators are elected, in part, to exercise wise judgment when faced with difficult decisions, and to serve the needs of the nation as well as needs of their district and state. Sometimes representatives find themselves having to educate their voters as to why they did or did not support certain legislation.
