Abstract
Many aspects of Congress are the same today as they were 100 years ago: the dominance of congressional committees, the importance of seniority, controlled access to the floor by the House Rules Committee, the threat of filibuster in the Senate. But even within these stalwart traditions there are nuances of change. The seniority system is not quite as strong as it once was; younger members of Congress do not show the deference to elder statesmen they once did. Members of Congress are ordinary people who have elected to invest in their government, to make a difference with an involved citizenry.
