Abstract
The intense competition that surrounds the campaign for the White House intensifies as the general election nears. Robert Reich calls it "warfare without blood." It is difficult to predict what will make a presidential campaign successful. Despite the Framers' doubts, it is possible to make a choice between two preeminent candidates. Even in the most tightly contested election in American history, the 2000 presidential election, the House of Representatives was not called upon to make the final decision.
