Abstract
When American go to the polls on election day they are choosing more than a single executive leader. They are also selecting a slate of executive and staff officers that will be named in the early months of the administration. Filling these staff positions with people who are geographically, racially, and gender diverse, who are technically proficient and politically wise is a major challenge. The fact that government is infused with fresh talent following each election is considered one of the strengths of the U. S. system.
