Abstract
As long as the public is behind the president, it is difficult for Congress to ignore his initiatives. The presidential approval rating is a thermometer of the president's capacity to lead public opinion. Just after the election, a president's popularity tends to be artificially high. Generally it dips after a few months increasing dramatically during times of national emergency and increasing again at the end of the presidential term. Politicians work off polls and know the issues people care about, but not all have the ability to connect what government is doing to the electorate.
