Abstract
The United States has fewer career public employees than most other countries but a larger layer of political appointees. Most federal employees are hired under the merit system at salaries considerably below jobs in the private sector. Constance Horner, former director of United States Office of Personnel Management talks about what is considered "good enough for government work" and the system's tendency not to reward high performance with fast-track promotions.
