Abstract
The Civil Service Reform Act, a Democratic initiative, created a senior executive service and a performance appraisal system that ties pay to performance. It created a means to enforce the laws and write the regulations that govern the hiring, firing, and work life of almost 2 million civil servants. The practices initiated by the government's personnel office, such as drug testing and the development of daycare centers, often become models for the private sector workplace.
