Abstract
The positive experiences people have in dealing one-on-one with federal agencies is sometimes subverted when they think of bureaucracy in broader terms. The bureaucracy poses a political problem because it embodies the tension between creating purposes, defining needs and implementing policy. People interact with the federal workforce more personally than they do other aspects of government. In a democratic society, as Robert Moffit comments, "the most important thing we have to do is make sure we have control over this thing. It can serve great good...or it can be your enemy."
