Abstract
A manager in the private sector has a single constituency to serve, the stockholders, but a manager in the public sector has multiple sets of constituencies: the legislature and the executive at the federal level; state and local governments; and organized groups. If civil servants are to survive in this environment they must "play politics" and seek support where they can find it. Some segments of the bureaucracy, referred to as the "iron triangle," are resistant to any kind of change. Others may have an agency point-of-view but also want to be responsive to changing environments.
