Abstract
Bureaucrats are often stereotyped as unaccountable because they are not easy to reach. Accountability, however, is much more subtle. It means being responsible to a number of constituencies beginning with the President and heads of the executive departments appointed at the beginning of each new administration. Fortunately, senior civil servants are quite adept at running their agencies during periods of transition; they just cannot bring forward any new changes except in rare cases. Even when the administration is up and running, changing an agency perspective can be difficult.
