Abstract
Former heads of executive departments Robert Reich (Department of Labor) and James Baker (Departments of Treasury and State) talk about utilizing talent and building alliances with career civil servants. It was important at State, Baker remembers, to work out the proper balance between the people he brought in to help strategize political decisions and the career foreign service people who had experience and depth of knowledge in the field. Reich emphasizes the need to know when to take charge and exert authority and when to defer to others.
