Abstract
The judicial branch cannot initiate control over the bureaucracy on its own. The courts have to operate on the basis of cases brought to them, as occurred in relation to the government's conflicting policies on tobacco. When the court directs an agency to fulfill some sort of regulatory obligation, it indirectly controls how agencies allocate their resources. But despite instances in which the judicial system has mandated a course of action, the courts tend to give agencies considerable latitude in the administration of public policy..
