Abstract
It is difficult to strike a balance between regulation that is harmful to business and regulation that serves the greater good. Environmental regulations are a case in point. In recent years a number of businesses have moved their manufacturing operations to other countries where labor is cheaper and regulations are minimal. The idea that General Motors chairman Charlie Wilson once espoused, that what's good for General Motors is good for America, no longer seems viable.
