Abstract
The Social Security Act of 1935 launched a number of educational and job training initiatives that were administered by the states. Funding was also set aside for individual benefits: food stamps, subsidized housing, and Aid for Families with Dependent Children. Welfare rolls increased so dramatically over the following decades that it was thought of as an entitlement for those in economic need. To counter this the Kennedy administration initiated the social service plan, the Johnson administration the anti-poverty program; and the Nixon administration earned income tax credits.
