Abstract
As the number of people on welfare roles increased, concern over the cost of public assistance programs grew. By contrast, investment in social insurance programs that benefit the middle class were politically popular, nationally uniform, and immune from criticism. Because older people in the U.S. are more politically active than those on welfare, their programs are not as vulnerable. Public attitudes and misconceptions add fuel to the welfare debate among elected officials.
