Abstract
"Poverty," says Joel Handler, "is the biggest predictor of all the things we ascribe to welfare": poor school performance, poor health, poor employment prospects. The focus is on "punishing the adult and we are not paying attention to the consequences for the children." If public sector jobs were available when people rotate off welfare, if there were ample educational opportunities and training for higher-level positions, and if subsidies were available to help the working poor, the long-term dividends for families and communities, experts say, would be enormous.
