Abstract
Many people gain access to the healthcare system through insurance that is provided at least in part by their employer. And yet, most uninsured people are employed, almost half full time. In many countries it is the employer's responsibility to provide health insurance through what's known as a social insurance system. Some health policy analysts recommend that the U. S. adopt such a policy using competition to address the costs and tax penalties to punish employers who do not comply.
