Abstract
Policy makers not only seek to make baseline health care available to everyone, but are asked to determine what kinds of medical needs should be given priority. Great Britain has been making what are essentially rationing decisions for decades, spending only half as much as the U. S. on healthcare. Whether the condition is coronary heart disease or kidney failure, they set the criteria for intervention at a much higher level than we do in the United States. From an international perspective most countries have controlled supply: the numbers of doctors, hospital beds, the diffusion of new technology. We have used demand-side controls that are less successful in controlling costs.
