Abstract
Environmental protection, both within and without the borders of the United States, is a critical concern to this country. Carbon emissions that occur half a world away affect populations across the globe and contribute to global climate change. For example, the rapid growth of industry along the U.S.-Mexican border has created severe pollution problems including factory wastes dumped in the ocean. The very fact that water circulates around the globe and through the soil means that contamination in one area eventually spreads.
