Abstract
The attacks on the United States on September 11, 2001 have no parallel in American history. Its impacts--psychological, political, emotional, and economic--were substantial. With expressions of concern coming in from many countries of the world, government officials mobilized to protect the nation's key infrastructure and to determine a response. Initially terrorist targets in Afghanistan were attacked as food was dropped to help the people of the country.
