Abstract
With the end of the Cold War American troops are often used for what the Pentagon calls OOTW, Operations Other Than War. Most people would call these peace-keeping operations in which the parties on the ground request U. S. presence like they did in Somalia in the 1990s. However, most of our overseas deployments are about defending allies and preserving our strategic interests rather than peace keeping. James Baker lays out factors that should be considered before deploying troops.
