Abstract
On March 20, 2003 U. S. forces with support primarily from Great Britain launched Operation Iraqi Freedom. Seven weeks later, President Bush declared an end to major combat operations. The struggle to restore order and stability proved to be far from over. James Baker talks about the kinds of judgments that need to be made before the U. S. engages in military combat. Philip Zelikow says that in its national security document the Bush Administration announced its willingness to make judgments about whether nations are on the right or the wrong path and act upon it. He calls it a "new way of defining national security." How do you draw the line between what is prudent and what is panic?
