Abstract
Television news correspondent, presidential advisor and university professor Marvin Kalb talks about the impact of changing administrations on American foreign policy. "I think it makes a big difference, because the President of the United States and the people around him have certain ideas," Mr. Kalb explains. "If you feel as President of the United States that Latin America is really crucially important, you can put your stamp on American policy with respect to that part of the world. But if you don't feel that Africa's terribly important, Africa will be forgotten."
