Abstract
Former Secretary of State James A. Baker talks about the delicate negotiations he conducted with Eduard Schevardnadze, foreign minister of the Soviet Union, following the invasion of Kuwait by Iraq. The issue at hand was an Iraqi ship steaming out of the Persian Gulf with Iraqi oil--a ship the U.S. Navy and allies within the UN Coalition wanted to sink. Schevardnadze asked for a couple of days to try diplomatic channels to persuade the Iraqis to call the ship back. "The Iraqis thumbed their nose at the Soviets....and so we ended up taking the action that was needed," Secretary Baker recalls, "but we had done it in a matter that permitted Schevardnadze to deal with it in a way that kept him...kept the Soviets on board with the coalition."
