Abstract
The relationship between the Federal government and the Winnemem Wintu Tribe, located in the Lake Shasta area of Northern California, has at times been extremely strained. In recent years, the main issue of contention concerns the government's plans to raise Shasta Dam. The Winnemem and area environmentalists contend that even as little as ten to twenty feet of additional height would lead to a flooding of tribal cultural land, and effectively destroy the tribe.
