Abstract
In a message sent to Congress on July 4, 1861, Lincoln disputes any state's right to secede. The Southern states say they would never have signed the Constitution if they had not believed they could withdraw if faced with a grave injustice. In the months before Lincoln's inauguration efforts are made to reach a compromise. Despite these endeavors, the seven secessionist states establish their own national government, The Confederate States of America, before Lincoln's inauguration in March, adopting a provisional constitution and electing a provisional president Jefferson Davis.
