Abstract
The first major battle of the Civil War, the Battle of Bull Run called Manassas in the South, is a major Confederate victory that for them confirms the legitimacy of their cause. Because Lincoln is convinced that a few U. S. victories will persuade the Confederacy to give up the fight, his policies are predicated on preserving the chance for peace rather than destroying the South's economy. He also wants to ensure that the citizens of the loyal slave states do not feel threatened by Union armies, so he makes certain there is no talk of emancipation.
