Abstract
The military initiative in the Civil War lies mainly with the North. Its task is to defeat the Confederacy; the South needs only to avoid defeat. Diplomatically the situation is reversed. The South must enlist the recognition and support of foreign governments if it is to be victorious; the Union needs only to preserve the status quo. Britain and France are cautious about expending energy in what they call the American question. They recognize the Confederacy but opt for neutrality in order to keep raw materials flowing from both North and South .The Confederacy lacks the skilled diplomats of the North as evidenced by such exchanges as the Trent Affair in November of 1861.
