Abstract
Bisbee, Arizona is the center of copper mining in the United States at the turn of the century. Copper's military importance causes copper costs to increase dramatically. Mine workers stage work stoppages for better working conditions and wages. Business owners counter by organizing townspeople into a Citizens Protective League and deporting strike leaders. Such incidences set the stage for the Espionage Act of 1917 and the Sedition Act of 1918.
