Abstract
In Post World War I America, the country plunges into recession once industries lose their government contracts. This results in union strikes and race riots where African Americans, Socialist, and unions are targeted. Lynching of African Americans occurs weekly in the south and six thousand alleged radicals are arrested by Attorney General Palmer and his ambitious assistant J. Edgar Hoover. The Supreme Court applies a "clear and present danger" standard to cases arising from Espionage Act.
