Abstract
Herbert Hoover begins his presidency in March of 1929 believing, like most Americans, that the nation faces a bright and prosperous future. The economic crisis that begins before the year is over forces him to deal with a very different set of problems. The purpose of the Agricultural Marketing Act of 1929 is to manage agricultural surpluses, but it fails to control individual farmers. Hoover creates agencies, including the Reconstruction Finance Corporation, to invest in troubled railroads and large utility companies. He is criticized the by Democratic Party for not providing help to unemployed. Amendments passed by Congress authorize loans to city/state governments for public works jobs. By the middle of 1932 the dissident voices of farmers and veterans begin to resonate.
