Abstract
In the face of this economic crisis business leaders push for relaxation of antitrust regulations. The National Industrial Recovery Act provides the relief they want, but demands certain concessions in return--the restriction of production and establishment of a uniform range of prices for goods. NRA legislation also adds a public works program which will pump money into the economy and provide jobs. The labor movement interprets Section 7A of the NRA as endorsing trade unionism, creating a huge surge in union organizing. However, the NRA is declared unconstitutional by the Supreme Historian Alan Brinkley calls NRA a public relation's success but an economic failure because it allowed employers to retrench, produce less, and protect themselves from market.
